Bản tin từ Hànội gởi đi ngày 13-04-2006 www.chinaview.cn cho thấy phe đổi mới đang lấn thế và đã ép được Trung Ương ĐCSVN phải mở cuộc họp Trung Ương lần thứ 15 đã làm đảo ngược hoàn toàn thông lệ cũ có từ hơn 50 năm qua của ĐCSVN là tại Đại Hội lần thứ 10 sắp diễn ra vào 18/04/2006 tới , ĐH sẽ bầu ra chức vụ Tổng bí thư -TBT- hoặc là Ban Chấp Hành TƯ , sau khi được bầu, sẽ đề cử ra chức vụ Tổng bí thư thay vì như theo thông lệ cũ các kỳ họp TƯ trước ĐH sẽ quyết định trước chức vụ nầy và Đại Hội chỉ đóng vai trò thông qua mà thôi .
Ông Phan Diễn , Ủy viên Thường vụ Ban Bí thư TƯ ĐCSVN đã công bố như trên trong cuộc họp báo ngắn tại Hànội vào ngày 13-04-2006 .
Đây là chỉ dấu cho thấy cuộc đấu đá nội bộ đang đến hồi quyết định và phe theo tin đồn do Nguyễn Văn An đứng đầu đang quật ngược phe Nông Đức Mạnh , Lê Đức Anh , Đỗ Mười mà thắng lợi quan trọng đầu tiên là gạt bỏ được thông lệ bầu chọn chức TBT cũ như là cách để phe NDM tiếp tục khống chế thủ tục bầu bán hầu tiếp tục bám ghế TBT .
Giới quan sát thời cuộc tại Hànội ghi nhận biến chuyển quan trọng nầy đang xảy ra cùng lúc với sự có mặt hùng hậu của phái đoàn Quốc Hội Hoa Kỳ do Dân Biểu Dennis Hastert , Chủ tịch Hạ Viện dẫn đầu là những chỉ dấu rất đáng chú ý . Ngày trước khi khai mạc cuộc họp TƯ thứ 14 đã thấy phái đoàn Trung quốc do ông Giã khánh Lâm, Ủy viên thường vụ chánh trị bộ ĐCSTQ kiêm chủ tịch Hội Nghị Hiệp Thương chánh trị có mặt tại VN và mới đây chỉ vài ngày khi phái đoàn DB Hastert đặt chân đế Hànội thì đã thấy sự hiện diện của Bộ trưởng quốc phòng TQ Tào Cương Xuyên . Các diễn biến dồn dập nầy cho thấy sự tranh giành ảnh hưởng tại VN giữa các thế lực nầy cũng đang đến hồi quyết liệt
Các chỉ dấu có sự liên hệ của con cái ông Nông Đức Mạnh với vụ PMU18 bị đổ bể lớn đang làm cho cố gắng của ông NDM cố bám chức vụ TBT đang ngày càng khó khăn và không chừng ngay trong Đại Hội sắp tới sẽ xảy ra nhiều biến chuyển bất ngờ không ai đoán trước được .

Vietnam to introduce candidates for post of CPVCC general secretary

HANOI, April 13 (Xinhua) -- The Communist Party of Vietnam (CPV)will introduce candidates for the post of general secretary of the CPV Central Committee (CPVCC) next tenure at the committee's upcoming meeting, said an official here Thursday.
The 15th meeting, scheduled before the approaching 10th national party congress, will discuss modes of electing the general secretary, under which the congress will either elect the general secretary, or elect the CPVCC and then the committee will elect the general secretary, Phan Dien, permanent secretary of the CPVCC and member of the Political Bureau under the CPVCC, said at a press briefing.
The meeting will also introduce candidates for the Political Bureau, its secretariat, and the Inspection Commission of the CPVCC in the 10th tenure, he said.
The congress, slated for April 18-25 will elect the CPVCC with 170 expected members, including 160 official ones and 25 alternate ones, the secretariat with expected 11 members, and its political bureau with expected 15-17 members, Dien said. In the 9th tenure, the CPVCC has 150 members, the secretariat, nine members, and the Political Bureau, 15 members.
The congress will also focus on defining directions and measures for the country's development in the fields of economy, politics, security, national defense and party construction between 2006 and 2010; amending some articles of the party's stature; reviewing five years of implementing resolutions of the previous congress, and drawing lessons in the country's renovation process since the 6th party congress, he added.
The congress, with the theme of "Enhancing the Party's leadership capacity and combat power, bringing the strength of the whole nation into play, comprehensively accelerating the renewal process, and quickly bringing the country out of the underdeveloped status" will also discuss some specific issues suchas anti-corruption measures, allowing party members to do private business, and ways to develop sustainable economy and narrow rich-poor gaps, Dien said.
Of 1,178 local delegates to the upcoming congress, 99.4 percent have completed at least secondary education. Specifically, 94 percent have graduated colleges or universities, and 96.5 percent hold degrees on high-level politics theory.
